Why the UFO Key Is Not Spawning
Start with the Investor requirement, then check server state and repeated unpull steps.

This is the highest-priority check. Progress until you unlock your first Investor, then rerun the route from a clean lever state.

A fresh server makes the sequence easier to follow because every lever starts from a clean state.
You followed the Sewer Key route
Sewer Key and UFO Key both use the sewer levers, but the final Green and Red toggles are different.
You missed an unpull step
Red and Green both need to be toggled back later in the route. Treat every repeated color as a specific state change.
